Immigration Restrictions and Quarantine Measures Implemented as Border Control Measures by Various Countries and Regions

Departing passengers are kindly requested to confirm before travel the latest information provided by the government bodies, embassy/consulate, health authorities, etc. at their destination and transit point.

Ticket Handling

If you are unable to travel as planned due to changes in the relevant country's immigration restrictions, you can change your ticket or request a refund without paying any handling fees. For details, please see the Changes and refunds for International Tickets in expansion of COVID-19.

  • For tickets purchased through travel agencies or airlines other than ANA , please contact the location through which you made your purchase.

You can complete quarantine procedures in advance on MySOS (the health and location monitoring app for those entering Japan). If you then present the relevant screen in the app during check-in and upon arrival, you can enjoy a smoother experience when completing procedures and will not be required to submit any quarantine documentation for inspection.

Upon Entering Japan (Not Applicable to Passengers Connecting to Other Countries/Regions)

  • Visit Japan Web Service
    An online service has been launched that enables passengers entering Japan (including Japanese nationals returning to Japan) to perform all the immigration procedures (including quarantine, immigration and customs declarations) in one go upon entering the country. Passengers entering Japan are subject to strict emergency and precautionary measures. Please understand that it may take some time until you can complete the quarantine procedures and other post-arrival procedures.

Quarantine After Entry

If you are returning to or entering Japan from a country or region that has been imposed with quarantine requirements by the quarantine station, and you have not received 3 doses of a novel coronavirus (COVID-19) vaccine, you will be required to quarantine for the designated period at one of the quarantine station's accommodation facilities.

Precautions when entering Japan (Certificate of a negative COVID-19 test etc.)

Precautions regarding COVID-19 test certificate

Given the spread of the new variants of COVID-19 infections overseas, the government's border measures have been further strengthened.

All customers entering Japan, including customers of Japanese nationality, will not be allowed to land in Japan unless they submit a valid certificate of a negative COVID-19 test result. If you cannot confirm a valid certificate during the boarding procedure, we will refuse boarding according to the instructions of the Japanese government.

In addition, the Ministry of Health, Labour and Welfare strongly recommends the use of the prescribed format, so please download it from the following page and prepare it.

There are many cases where passengers providing evidence which does not properly specify the type of specimen tested, method of inspection, and/or the time and date of the inspection. There also have been several instances where the lack of required information indicated by medical institutions have led to passengers being denied boarding.

(Common Mistakes)

  • A nasopharyngeal swab is a valid form of testing.
  • A pharyngeal swab is not considered a valid form of testing.
  • Inaccurate English wording/phrasing within the documentation (i.e. Use of abbreviations within documentation etc.)

Method of Inspection: The documentation wording differs to that as instructed on the official homepage of Ministry of Health, Labour and Welfare of Japan. (Exact wording and phrasing as indicated by the Ministry of Health, Labour and Welfare is required.)

Entry Visa: Passenger is not in possession of a valid visa. (i.e. Type of visa does not currently permit entry into Japan/ Valid time period for visa has expired, etc)

You will be required to install the necessary apps on your smartphone to demonstrate your unfailing self-isolation at your home, hotel or another location for 14 days after arriving in Japan. If you do not have a smartphone that you can use, you will be required to rent one in accordance with the Quarantine Act.

Non-Japanese nationals who are permitted to enter Japan due to exceptional circumstances must submit either their original test certificate or a copy thereof to the immigration officer, and are therefore requested to prepare one in advance.

Due to the landing refusal added by the Ministry of Justice, the following customers will not be able to enter Japan.

Online Questionnaire

As part of the quarantine procedures against COVID-19, you are required to enter your visitation history and health details on the online questionnaire and to present the QR code generated to the quarantine inspector upon both entering Japan and returning to your country. Please complete required information on the online questionnaire before arrival (i.e., while you are still at home/the airport, inflight, etc.). After completing the questionnaire, you will be issued a QR code and asked to present this to the quarantine inspector upon arrival.

Passengers to Whom Entry Restrictions Apply

Non-Japanese nationals who stayed in restricted areas within 14 days prior to their arrival in Japan:

After March 1, 2022, for new entry for short-term stays and new entry for long-term stays for commercial and employment purposes, the person in charge of acceptance in Japan will prescribe in the immigrant health confirmation system(ERFS). If you complete the application, you will be able to enter Japan in principle, assuming that there are "special circumstances".

Starting from 0:00AM (JST) March 21, 2020, all efficacy of single or multiple entry visas issued by March 20, 2020 at Japanese Embassies or Consulates in all areas of the Schengen member states* or Ireland, Andora, Iran, United Kingdom, Egypt, Cyprus, Croatia, San Marino, the Vatican, Bulgaria, Monaco or Romania are terminated and visa exemption measures are suspended. These measures will apply for the time being.

Starting from 0:00AM (JST) March 27, 2020, all efficacy of single or multiple entry visas issued by March 27, 2020 at Japanese Embassies or consulates in Indonesia, Singapore, Thailand, Philippines, Brunei Darussalam, Viet Nam, Malaysia, Israel, Qatar, Democratic Republic of the Congo or Bahrain will be terminated and visa exemption measures will be suspended for the time being.

Starting from 0:00AM (JST) on April 3, 2020, valid primary and multiple-entry visas issued by the Embassies or Consulates General of Japan located in any country except those countries subject to immigration restrictions under the Immigration Control Act will be suspended. This will also apply to visa exemption measures for these countries. The suspensions will apply for the time being.

Information for after arriving in Japan (from disembarking to taking COVID-19 test)

Disembarking the Aircraft

In order to prevent the "Three Cs" (closed spaces, crowded places, and close-contact settings) and protect everyone from virus transmission through physical contact in the aisles and other areas of the cabin, we ask passengers at the front of the aircraft to disembark first, followed by those in the middle, and then in the back. We kindly ask that you remain seated and refrain from removing your baggage from the overhead compartments until informed to do otherwise.

  • Due to the reinforcement of quarantine measures upon entry into Japan, you may be asked to wait for quite some time in the cabin or airport after arrival.

COVID-19 Testing

  • Please proceed to a designated specimen collection booth. Spit 1 to 2 ml of saliva into a container.
  • If you struggle to produce any saliva, etc., you can also collect a specimen by inserting a cotton swab into your nose. (*1)
  • After you have taken the test, please go to the waiting area inside the airport and wait there until you receive your test result.
  • It will take around 2 to 3 hours until you receive your test result. (*2)
  • *1.Please avoid eating or drinking anything 30 minutes before collecting your saliva specimen.
  • *2.Depending on the situation, you may have to wait longer to receive your result if you have to re-take the test.
Test Result Handling After the Test
If you receive a negative test result Submit the QR code generated after completing the online questionnaire, written pledge and Schedule of Stay (*3), pass through Customs and collect your checked baggage. Afterwards, you may proceed to your final destination you have arranged. (*4)

Customers Connecting in Japan between International Flights

Travelers who are not entering Japan and transferring directly to a third country by transit, are not required to submit any documents and undergo inspections in Japan. Nonetheless, travelers are still subject to the travel/entry restrictions and requirements of their final destination.
However, the following cases require entry into Japan. Please be informed that foreign nationals arriving from prohibited countries will not be allowed to enter Japan.

  • Transferring between Tokyo International Airport (Haneda Airport) and Narita International Airport
  • Travelers with a connecting flight out of Narita International Airport the following day

Customers Connecting in Japan from an International Flight to a Domestic Flight

On your arrival date, quarantine procedures and other post-arrival procedures may take some time to complete, and you may have to wait a while to receive the appropriate guidance. In this instance, you may not be able to board your reserved connecting flight if you have one. We kindly request that you leave sufficient leeway when reserving a connecting flight. Please kindly check the Ministry of Health, Labour and Welfare website (Japanese page) for details.

During Your Stay in Japan

  • Passengers will be able to use public transportation only for moving to wait at home. And those who have been vaccinated for the third time from non-designated countries/regions will be able to use public transportation depending on the negative result of the airport quarantine test.
  • The public health center under whose jurisdiction your address in Japan falls (as written on the online questionnaire you submitted to quarantine upon entering Japan) will contact you by email or phone every day for 7 days after your arrival to confirm your health.

Information about PCR Tests for International Travel from or to Japan

For passengers arriving at Haneda and Narita Airport ("Amazon Locker" for entering passengers)

Currently, when entering Japan from overseas, quarantine measures such as waiting in accommodation facilities secured by quarantine stations are taken as emergency evacuation and preventive measures.
"Amazon Locker" (receiving locker) are installed at Haneda and Narita Airport for overseas visitors.
If you purchase items on Amazon's website in advance, you can pick them up at the receiving locker in Haneda Airport and bring them to your accommodation.

Prior to boarding, passengers are encouraged to use the ANA Travel Ready (Online pre-travel documents confirmation service).
By applying for and confirming the necessary travel documents in advance, passengers can come to the airport on the day of departure without any worries and shorten the procedure time at the departure airport.

Handling for Canada Departures

The following passengers who are 12 years of age plus 4 months or older and traveling on a (domestic or international) flight departing from Canada must have proof of vaccination. Passengers must be vaccinated with a vaccine specified by the relevant Canadian authorities, and at least 14 days must have passed since receiving their last dose.

  • This does not apply to passengers connecting to a domestic flight within the 24 hours after arriving in Canada, and passengers connecting to an international flight without entering Canada.

Mandatory Mask Wearing

The Canadian authorities have mandated the wearing of masks or face coverings*1 that sufficiently covers the nose and mouth at all times when on board aircraft and within Canadian airports.

  • *1.Face coverings
    • Must cover the nose and mouth without gaping
    • Items such as face shields, masks with exhalation valves, bandanas and neck warmers cannot be used.

However, the following passengers are exempt from wearing a mask.

  • Infants under the age of 2
  • People who have a medical certificate indicating they cannot wear a mask for medial reasons
  • People who cannot remove a non-medical face mask or face covering without assistance for health-related reasons

The German authorities have mandated the wearing of masks*1 on public transport, within stores, etc.

  • OP masks (surgical masks/non-woven fabric masks), KN95/N95 masks or FFP2 masks must be used.
  • Face shields, mouth shields, masks with valves, handkerchiefs, bandanas, scarfs, Buff masks, and woven masks are not permitted.
  • Failure to wear a mask may result in a fine.

Entry Conditions

Passengers connecting to a member country of the Schengen Agreement via Germany (Frankfurt Airport)

The following restrictions apply when connecting from Japan to a Schengen member country via a German airport.

In principle, passengers are required to use direct flights to final destination.
However, only in case that transit time is requisite minimum, and allowed to enter the final destination country, transit (Durchreise) is permitted by German authority.

For transit, passengers are required to show evidence issued by responsible authorities of final destination country or next transit country, which shows the entry to final destination is allowed. A printing of the government home page is one of the example of evidence.

For passengers who are allowed transit, one of following certification is required to enter Germany for transit.

  • Negative test certificate (PCR test: Within 48 hours prior to departure of the first flight in the itinerary / Antigen test: Within 48 hours prior to entering Germany)
  • Vaccinated certification (Required 14days passed after completion of vaccination)
  • Recovery certification (Required certifying Covid-19 infection within 6 month)

All passengers over 6 years old are required to show at passport controls in Germany.

“Digital entry registration(DEA)”and “self-isolation in Germany”are exempt for transit passengers.

Passengers are admitted to transfer to Countries other than a member country of the Schengen Agreement.
